Partner (in collaboration) with an existing GPS/Transit Application Providers (Google, Uber, Mapquest, Lyft, etc.) and enhance tools for safety and security.
Don't reinvent a wheel, fine tune its functionality.
Public-private partnerships with uber and lyft have the potential to increase transit options for people with disabilities in some areas. Uber has contracted a number of Wheelchair Accessible Vehicle's in the DC area. While there is always room for improvement, I think that expanding the options through existing means is the most efficient way to increase access to transportation.
If there were a vehicle tracking app so paratransit riders would know when to meet their driver, everyone would be more productive and everyone would save wasted time. Can’t Federal Transit Administration develop a generic app that paratransit services could adopt? Please?

This app can be username and password protected and come auto populated with the assigned user's information to assist with transportation planning and aids.
