Or, in place of sending persons with physical restrictions out into traffic, build a workplace that caters to the person's ability to be an operator, a reservations specialist, a 911 operator... We had a place near Seattle Washington called RCH Institute. RCH employed persons with sever mobility restrictions as arline reservation operators. RCH provided onsite accommodations with benefits.
