Uber and Lyft don't want to become Medicaid enrolled providers, for good reason. A person on HCBS medicaid waiver who wants to work should be able to use waiver funds to pay for rides-on-demand without the Ubers and Lyfts of the world having to become Medicaid providers. Other transportation providers can be bureaucratic, cumbersome, and not responsive to consumer neeeds. People with disabilities who work need to get to work on time every time and the system ought to make it easy, not hard, to use waiver resources to use a ride-on-demand service for work.
