Riders face barriers of having to call in advance, negotiate times that can vary greatly making getting to work on-time variable, and often experience on-board times that may not be reasonable as one may be driven in the opposite direction due to routing. Systems around the country run late and and there is little riders can do who are paratransit dependent. There has been a great deal of technological change since the passage of the ADA and public paratransit commenced. Regulations, service policies and other factors should be reconsidered in light of these technological changes so that riders of paratransit can get improved flexibility.
