According to the latest Census data, disabled people represent 25% if the US population (61,000,000). All of these people feel entitled to a disabled person's parking permit. However, the ADA requires only 2% of all parking spaces to be accessible. This proportion was arrived at via U.S. Access Board research relying on standards for qualification for disabled parking permits issued by DOT under 23 CFR Part 1235, which are based on mobility-related disabilities only. DOT should either enforce 23 CFR 1235, or use its position on the US Access Board to increase the minimum number of disabled parking spaces to 25%.
